Early today, the PCI mail servers experienced a hard drive
failure.  Only one of the redundant drives failed, and the
mail system was returned to operating service in a short
period of time.  Backup mail queues held incoming mail for
the system during the outage.  Old mail that had been on the
server was restored from our automated backup systems and the
restoration operation completed approximately 3:00 PM this
afternoon.

According to unnamed sources in Eugene today, Qwest services
experienced problems with their switching equipment that has
caused outages for several Internet providers including PCI.

At the time of this writing, no estimate has been given as to
the time of repair, and Qwest is unwilling to provide
additional information.

PCI and the PCI family of providers will continue to update
all of our subscribers when information becomes available.

that will affect users in the South Coast area.  This will
affect DSL, Dialup and dedicated network customers.

Service outages were experienced from approximately 6:20 PM
on Monday the 20th of Sept. until approximately 04:00 AM this
morning affecting customers in the greater Coos Bay area.

After contacting Verizon and working with service personel it
was determined that the cause of the service outage was due
to a bullet hole in one of the phone companies cables near the
intersection of Wilshire and Mclaine-Libby roads just outside
of Charleston.

We are happy to report that services were fully restored 
and we expect no more issues from this incident

Recently the Internet has seen another explosion of E-Mail
virus messages being received.  Many of these messages are
crafted to appear as though they were sent by your ISP's
support staff.

This current virus is mutating at a rate of approximately
one new variant every 30 hours.

Most if not all of these virus laden messages will contain
a subject title from the following list.

 E-mail account disabling warning.
 E-mail account security warning.
 Email account utilization warning.
 Important notify about your e-mail account.
 Notify about using the e-mail account.
 Notify about your e-mail account utilization.
 Warning about your e-mail account.

It is the policy of the PCI Family of providers to NEVER
send file attachments to users.  

If you have opened one of these messages or suspect your
computer may have become infected, please contact your
trusted computer support person or our support staff.

There will be a service interuption on Tuesday, Aug 11
for all  Reedsport services.  This service interuption
is due to the need for Verizon to change their network
structure and upgrade card services in the Reedsport central
office.  The expected outage period will be 10 to 20 minutes
between the hours of 1:30 PM and 2:30 PM on this date

the 6th of June 2003, the availability of DSL service in
Florence.

At approximately 11:43 today, Qwest services in Newport
had a system failure.  The local MUX in the CO appears
to have had a failure.  Qwest has issued a ticket number
and dispatched personel to correct the failure.

Verizon has acknowledged a fiber cut has isolated the 
Reedsport area from normal phone services.  During a phone
conversation with repair services they report no estimated
time to repair.  Additional information will be posted as
soon as it is available.

Approximately 1:15 today a large failure of phone services
was experienced with Verizon in Reedsport.  Currently
Verizon is working on the problem and will repair systems
as soon as possible.  Currently all data services and most
Voice services have been interrupted.  It is suspected that
a fiber connection has been damaged during repair operations
following last weeks high winds.  We will post any additional
information we are able to gather.

This afternoon, High Winds have interrupted services
in cities of Coos Bay, North Bend, Bandon, Reedsport
Coquille and Myrtle point as well as some other outlying
communities.  The network was interrupted for approximately
two and a half minutes while Generator services were 
brought to stable load conditions.

Services for interrupted communities will be restored as
fast as it is possible to get to the remote sites.

Sprint-Link services were interrupted at approximately 
12:20 AM today when the from Lakeside Oregon to the Sprint
network access point failed.  Traffic on the system was
automatically re-routed to one of our backup circuits and
only minor interruption of service was experienced.  

After services were restored, examinations of the network
revealed no apparent cause for the interruption, and as
a result we have scheduled a service window for testing
between the hours of 1:00 AM and 3:00 AM Wednesday the 16th
of January, 2002.  This should not affect normal system 
traffic, and any interruption to service will be kept to a
minimum.

Florence Updates     !!!!!

After many months of trials and delays, Florence is now 
fully digital.  Today at approximately 12:30 we began the 
process of line conversions for the florence service area.
The upgrades will provide the ability for PCI to continue 
upgrading lines in the Florence area for some time to come.

We now support Six fully functional active T1 ports in 
Florence, and have the equipment in place to upgrade to
more than Eighty in the future.

The new upgrades in Florence will not require any changes 
in configuration of subscriber services, and for the 
greater community should be a transparent change.

Florence updates  !!

Qwest services canceled service upgrades again at the 
last hour Monday nite.  The new schedule is for installation
today Tuesday the 4th of Dec 2001 (install date number 12),
at approximately 2:00 PM local time.  We expect service
interruptions of up to 1 hour during this conversion.

As Qwest seems unable to find anyone that is willing to work
overtime, we expect all services to be restored by 5:00 PM
today in one form or another.

We will post additional updates as we receive them from 
Qwest and our field engineers working on this project.

Scheduled maintenance for Florence

Florence users will experience some service interuptions
this Monday Evening as Qwest begins the conversion of 
our circuite from the phone company office to our POP.  
This is the culmination of a project that began nearly 
2 years ago, designed to provide higher density services
to our customers.  We will be changing the way we talk to
the phone company electronics, by using FiberOptic 
transport instead of the traditional copper wire services.
The addition of these new circuits will also let PCI 
continue to upgrade our network services in the future.

Qwest Updates Florence line translations and disconnects 
dozens of lines.

Qwest is finally getting arround to updating services in
Florence, and is instlling all digital circuits to PCI.
During this process, Qwest has again made changes out of
sequence, and disconnected dozens of lines used for Internet
services by PCI.  

The process of "Line Translation" is is where Qwest will
re-assign the old analog numbers to the new digital service
lines.  It appears at this time as if Qwest has done this
Line Translation without considering the fact that customers
are on these lines using Internet.

PCI has placed the repair orders with Qwest, and expects
service to return before the close of business today.

Florence, OR  MAINTANCE & UPGRADE NOTICE
Qwest has (for the 12th time) scheduled us for our circuit upgrades.
This is suppose to happen on Dec. 3rd at approximately 8:00 pm.
We will (hopefully) be adding another 96 digital 56K dialup lines.
We, along with you have waited now for 24 months for Qwest to complete
this order. Lets hope they finally get it installed!

Qwest has announced a power outage affecting customers
in the Newport area.  Power outages are being cited
as the cause in several hundred data service outages.
Qwest has estimated the repair could take as long as 
12 hours.  Qwest will update this information only 
if outages continue past 5PM Pacific time today.

Chemult outage.   Centurytel circuit went down at 0321 today
Ticket number 1774842 was issued at 0340 by Qwest who is working
with Centurytel to resolve the problem.  As of this time Centurytel
is responding and should have the circuit restored soon.

A new Internet Worm is loose on the Internet.

The FBI and other security forces have announced a new
Internet Worm is circulating through E-Mail services
and attacking not only the local computer, but shared file
systems as well.

Some users in Reedsport experienced interuptions today
for approximately 25 minutes as upgrades were performed
by Verizon and PCI.  These upgrades are designed to enhance
the speed and response time of the Internet connections, 
and correct the issues Verizon has been experiencing with
circuit loss to the Reedsport service area.

Verizon has again disconnected Reedsport customers this 
afternoon.  It appears that our Upgrade orders for the
Reedsport service area are being processed in the wrong
order.  We have trouble tickets open with Verizon and expect
to have the circuits restored as soon as Verizon can
fix their programming.

Florence, OR  Report on outage.  initial problem occurred
at 5:00 AM Friday morning. It was caused by a program
that Qwest is running to recoup unused phone numbers.
When this program ran it too our lead phone number 997-3316.
This caused our customers to receive a busy or a notice that
the number was no longer in use.  After testing all our 
equipment and verifying we reported the problem to Qwest
at 6:30 AM.   To make a long story short,,, It took a team
of Qwest personal till 3:00 PM to identify and correct this
problem.  A secondary problem accrued and Qwest and PCI
worked until 6:00 trying to identify what was causing it.  For
and unknown reason everything started to work correctly at
6:15 PM.   Our extreme thanks goes to all the Qwest personal
who worked without a break all day to resolve these problems.
Our special thanks to Jimmy DesChamps and Rick Morgan
who were sent over from Qwest in Eugene and provided 
technical assistance and a much needed calming factor 
during some trying times.

Newport users will experience an outage on Thursday the 
Second of August due to maintenance on electrical service
by the PUD.  The outage is expected to last from 5:00 AM
until approximately 8:00 AM.  

This short notice is due to a faulty temporary service
that must be replaced as soon as possible.

Century Telephone has finished repairs on lightning dmaged circuits
in Chemult, and service personel are enroute to finish
repairs of the Internet Access ports later today.

CenturyTel has reported replacing atleast one module card
in the local distribution switch that has directly affected
communications with many users and our own equipment in Chemult.

At approximately 5:50 PM today, PCI had to replace a failing drive
system in the server.  Mail services were interrupted for
approximately 30 minutes.

With the replacement of the new drive array, all systems 
look to be in top working condition and should continue with 
a minimum of interuptionsin the future.

We have completed an additional update to our news server 
to add more spool capacity that will hopefully solve the
problem of articles being removed too fast.  The update 
was completed this morning and PCI Network Engineering will
monitor the news box to assure that articles are kept for
a reasonable amount of time.

We are pleased to announce that our new news server 
hardware has been up and running great for about 10 
days now.  We are currently transferring almost 54 
gigabytes of news traffic everyday.  Customers should 
also see a great increase in speed while reading news.  

We have noticed some problems with articles actually 
being removed to fast because so many are coming in 
and hope to correct the problem soon.  If you would

At approximately 11:00 PM last night we began seeing some problems with
routing through one of our external links to Cable & Wireless.  This
problem caused some sites to be inaccessible (notably AOL Instant
Messenger).  The problem has apparently been tracked down and fixed and
as of 10 AM services appear to have been restored.  If you are

Due to a situtation that is out of our control we have had to stop
access to our newgroups for a couple of days.  Our upstream news peers
are experiencing problems that have caused junk articles to overflow and
push out real news articles.  The problem is being worked on and should
be resolved by the middle of next week.  

We are taking this opportunity to push ahead a upgrade of our news
server hardware that should bring greater performance and a longer
article retention time.  The new server is currently online and waiting
for the resolution of our upstream peers problems.  

As an alternative you may use web-based USENET services such as the one
at www.deja.com until our news server comes back online.  We appologize

PCI  OUTAGE REPORT    
This morning Sprint lost a router in Seattle which caused
an interruption in our Verizon area of service.
First occurrence was at 0632 to 0637.  The second occurrence
was at 0639 and at the time of the notification it is still 
down.  Sprint is working on restoring the service.  Internet
service for our Verizon clients has been rerouted through 
our multi homed network.

SERVICE OUTAGE NOTIFICATION
Qwest will be making software upgrades to their central 
office equipment that will affect Internet availability between
4:00 AM - 7:00 AM PDT May 9, 2001.   Estimated downtime
is stated as a few short outages over a 45 to three hour 
Maintenance window.  The areas affected are all Qwest

According to Qwest personel this morning at approximately 
9:10 AM service was restored to our Florence 
customers.  While talking to the service representative, 
we learned that the cause of the outage was an incorrect 
entry in the telephone switch.  Since our digital services 
are run on a single number DID, the errored entry disrupted 
service for over 70 lines of service.  Three of our 
channelized T-1 services were taken out of service.  According 
to the service personell at Qwest, since they only see this 
as a single line, it is not a reportable failure.  We are copying 
this informaiton along with our complaint to the 
Oregon Public Utilities Commission about the continuing problems 
with service in the Florence area, and requesting the mandatory 
disclosure to the public about such future events as this may
may occure.

Mail being sent to AOL has been getting lost in cyberspace.
In an article on the MSNBC web site, AOL officials have 
acknowledged that potentially hundreds of thousands of 
messages could have been lost over the past 10 or more days.

Qwest has announced that on March 21st between the hours
of 4:00 AM and 7:00 AM, they will be doing maintenance
and upgrades of circuits in the Albany service area.

The estimated impact of this maintenance will be a loss of
service for approximately 30 minutes.

Century-Telephone has apparently disconnected some of the 
access service lines in Lakeview.  We beleive this is a 
result of an error on the part of CenturyTel and their 
management of the new 56K service installation.  Currently
it appears that only a handful of our lines are working
correctly in Lakeview.

We have repair tickets open, and are waiting for additional
updates from CenturyTel.

IMPORTANT:  FRAME RELAY  JADE UPGRADE :

FYI,  the Frame Relay Jade upgrade for Coos Bay O3W switch will begin 
February 7, 2001.   at 2:00 a.m.  

Here is the information I received from the Project Management Group:

Due to the fact that there is extensive work involved in these upgrades, the 
overall network upgrade procedure will take approximately three hours, of 
which one hour could be, downtime.  The actual down time for your circuit
could be any portion of this time.  As in all services and upgrades the 
unexpected is allways a possibility.  Please plan ahead and be safe. 

What to do in advance?

Please don't schedule any critical file transfers or other transmissions  
during this time period.

At approximately 11:45 today the 13th day of Jan. 2001,
our routing services through Sprint Network in Seattle
began to degrade and we experienced a slow down of

Our primary authentication system encoutered some delayed Y2K 
problems on Dec. 31st 2000 caused by the switch over 
to the new year.  This problem occured at the UTC switchover
to the new year which is +8 hours from our time zone (PST).
The problem has been addressed and fixed and should not 
occur again.  The resolution of the problem was delayed 
as our system administrators were celebrating the new year
in Florence and thought the millenium bug was a thing of 
the past.  Guess that taught us!!

Users in the Lakeview Area have had service restored today
after nearly 24 hours without service.  According to Qwest
and Century Telephone companies the problem was a "shiner"
on a patch pannel.  The term "shiner" refers to a wire 
that has had the protective coating worn off exposing the
metal of the wire to other wires.  In this case the wire
apparently had shorted with other bare wires and caused
the circuit to fail completely.  Telephone company technical
people from both Qwest and Century Telephone indicated this
is not a common problem and do not expect it to affect 
service to this degree again in the future.

At approximately 12:15 PM today, Qwest had a service 
interuption due to what was reported as "over utilization
of a logical port".  This apparently refers to Qwest network
service connections used to transport our network traffic.
Verification of our network services show less than 30% 
network loading total for this circuit.

***Important Message Please Read***

This evening it was brought to the attention of the Network Solutions
Registry that four of the thirteen root servers were not responding with the
NS Set for the COM zone's name servers.  The root servers in question were
not responsible for the com zone, but in normal operation they would point
to the com zone's name servers as a redirect.  B.root, j.root, g.root and
m.root were the servers in question.

This problem stems from an issue with an NSI server from which the roots,
stated above, perform a named xfer.  We are taking appropriate actions to
prevent this or similar incidents from happening in the future.  

As of 1950 EDT all root servers have a correct root zone and are answering
correctly. 

We are still investigating the cause of this incident, and we will keep you
apprised of any developments.

 Virus Alert 
A new virus has been in todays news. It is named the Love Letters Virus. This virus has allready been found on systems in the Coos Bay and Powers School Systems, the mail system serving the Oregon State PUC, and many other mail systems. The title of this E-Mail will contain something similar to "I LOVE YOU", or LOVE LETTERS". As of this report, there is no script available to clean up the virus. All known virus protection vendors are working to publish a remedy. This virus specifically affects Microsoft based browsers. Although it can be transmitted by any E-Mail program, it automatically reads and uses the Microsoft programs.

At 5:10 am this morning the US West data circuit feeding
Florence, OR went down.  The problem was detected by our
Response Team and verified.  At 5:20 am US West Enterprise
Networking was notified and trouble ticket 1098649 was 
opened.  

A tech was dispatched to the Florence site and
upon arrival at 6:00 am the US West circuit was back up.
The tech tested the equipment and noted at 6:14 am clients
were connecting ok.  

US West has not given any cause for this outage.

Over the past several days, We have been working with U.S. West
technicians and engineers to isolate the problems and the cause
of the problems in Florence.  Currently we have been told by
U.S. West employees that the problem is in fact a "facilities"
problem.  In additional comments the comment was made by a
U.S. West employee that "the switch is exceeding maintenance 
levels and resetting services".  We are currently waiting for
a SAGE device to be placed in circuit to verify the claims of
the switch technician.  The results of this test should match
the information in the logs of the Florence switch, and show
conclusivly the under-provisioned status of the switch.

Todays meeting with U.S.West should be considered a success.
It was noted to most all present that the level of service 
in Florence is long overdue for review and correction.  
U.S.West personel were taken by surprise at the level of 
technical awareness of the local community and have vowed to
return on the 10th of March with better answers, and more 
direct responses.  Many of the citizens attending the conferance
today now understand the plight of residential service and that of 
businesses are the same, and that we need to work together
to improve all of the services in Western Lane County, and 
all of the served areas of the Oregon Coast.

  All readers are encouraged to show your support of sustained
economic growth resources for the Oregon Coast as we attend 
the next scheduled meeting with U.S. West and the community of 
Florence on the 10th of March 2000,  at the

Florence services are still experiencing problems.  At approximately
3:15 PM today, we installed some new remote access equipment
that will allow our network operations center to respond faster 
during irregualr business hours.  Most of the hardware issues will
now be addressable without actually being physically at the site.
This with the combined efforts of the U.S. West technical crew
that have been working on the problem over the past weeks provides
another measure of action while dealing with the overloading
of the central office facilities in the Florence area.
   We will continue to make improvements and advise all users of 
progress as we work with all tech support teams to resolve the 
underlying problems in the Florence area.

Service (DOS) attack.  All network providers World Wide are
examining this new type of attack, and developing methods
of tracing the origin of the attack.  Currently the FBI is 
investigating these issues.

We have been working with U.S. West over the past several
weeks with regard to the dialup problems in Florence.  The
"latest official" word from the U.S. West technical support
staff is "the Florence switch is experiencing slow 
dial-tone, and that may be part of the problem".  Over the 
past 48 hours, we have seen all digital services totally
reset because of errors we have seen on the telco circuit.
We are continuing to work with U.S. West and our hardware
engineers to resolve these problems.  We will attempt to
place update notices on this page at least once per day
while we continue to work on this problem.

We are seeing a lot of power bumps at our Lakeside offices
and at our sites on the coast.  So far this has not severely
effected service in any area, because backup power has taken
over but we have seen some problems with phone switches
resetting which are causing people to get disconnected.  

Currently all of our sites are functioning normally and 
are on public power, however please be aware due to the 
adverse weather conditions that you may experiance some
difficulty due to phone and power outages.

There was a problem with our mail server this morning that
caused some users to not be able to retrieve their email.
The problem was caused because the 'temp' space on the 
inadvertantly filled up and had to be manually cleared.  
The problem is fixed at this time and no mail was lost 
because of this problem.  If your mail software is asking
for your password just enter it again and your mail will be
downloaded without a problem.

Our support staff has noticed an increased number of call's
because of a Verisign Root Certificate Expiration.  Your
browser uses this certificate to communicate with SSL 
enabled sites (online stores, etc..) securly.  Along with
this certificate there is an expiration date that shows the
date when the certificate will expire and not be valid anymore.

To fix this problem you have to download an updated version 
of the certificate.  To do this you can..

a)  Upgrade your browser to the latest version
b)  Goto RSA Security and request an updated certificate.

Mail System Outage Nov.20, 1999
About midnight Friday Nov.19, 1999 we experianced a drive 
crash on one of our mail servers.  To recover from this we
had to replace the drive and restore from backup.  As a 
result, some users may receive multiple copies of their 
email.  Mail services were interruped for some users between
Nov. 19 midnight and Nov. 20 at 3:30AM.

Florence services will be interupted for approximately
30 Minutes today.  Some time near 12:30 this afternoon,
we will be updting some modules in the 56K access service.
We expect to have all hardware revisions in place and 
working inside of a 30 minute window.

Circuit changes for Eugene have begun.  We have seen some
improvement in traffic flow from Albany and Florence
allready.  Additional changes are continuing, and some
disruptions of service can be expected in all areas where
U.S. West is the local telephone carrier.

  It has been a busy couple of weeks.  Over te past month
we have been working with engineering teams from many 
different groups to finalize the installation of the new
circuits in Eugene, and now we are in the final testing phase.
  I am doing this update over the new circuits, and am very
sure that new services will be routed over this new circuit
before the end of the week.  I am looking forward to the end
of this project.  Thank you all for your patience, and I am 
sure you will be pleased with the result.

Over the past few days, we have seen some Internet 
disruptions.  Most of this has been caused by construction
services having cut fiber-optic service cables.  Most 
recently yesterday a cut near Columbus Ohio, and today a
new cut has just happened near Salt Lake City, Utah.
These disruptions can cause some parts of the Internet to
seem dreadfully slow, but actually have nothing to do with
your local Internet carrier.
